As an important formwork support system in the current construction industry, buckle type scaffolding plays an important role in construction such as housing, bridges, tunnels, and municipal engineering. With the increasingly widespread application of buckle type scaffolding, the market for buckle type scaffolding has also experienced a situation of "fish and dragons mixed". Quality problems such as "shoddy goods", "cutting corners", and "substandard quality" are gradually affecting the normal operation of the buckle type scaffolding market. It is necessary to establish a supervision system for on-site inspection of buckle type scaffolding support components.
To ensure the safety and reliability of the buckle type steel pipe support during the construction site process, the Suzhou Housing and Urban Rural Development Bureau recently issued an official notice regarding the establishment of a supervision system for the entry inspection of buckle type steel pipe support components:

1、 Clearly conduct on-site inspection on the buckle components

1. Inspection and testing reports are required when the buckle components enter the site

If the construction unit adopts leased buckle components, the leasing enterprise shall provide type inspection reports or testing reports (the testing items must include raw material performance, appearance and process, dimensional deviation, component strength, etc.) for different production enterprises and different batches of buckle components of the same production enterprise, in addition to quality assurance materials such as product qualification certificates, main technical parameters, and product user manuals provided by the production enterprise.

2. Spot testing of buckle components upon entry

After the buckle components enter the site, the construction unit should promptly commission a qualified testing agency to conduct spot checks. The construction unit, together with the construction (supervision) unit, witnesses the sampling at the construction site and sends the samples to the testing agency for testing, mainly including the strength of the connecting plate, the compressive strength of the adjustable support and base, the size deviation of the steel pipe, and the mechanical properties of the upright steel pipe.

3. On site posting of inspection reports for buckle components

The sampling report of the buckle components should be prominently posted in the construction project site office.

2、 Spot check the on-site buckle components that have already entered the site

1. Self inspection and self correction

The construction unit should conduct self inspection and self correction on the used buckle components on the construction site, and promptly identify and rectify problems in accordance with regulations, standards, and relevant requirements.

2. On site sampling

Housing and construction departments and their engineering safety supervision institutions in various regions should strengthen on-site inspections and conduct comprehensive inspections on newly started projects using buckle components from September 1, 2020 to February 28, 2021.

3、 Clarify on-site supervision of buckle components

1. Principle of regional and individual division

In principle, a construction project should use the buckle components of a leasing or production enterprise. For buckle components of different leasing or production enterprises, they should be strictly distinguished and used according to the construction area or individual, and mixed use of buckle components is strictly prohibited.

2. Supervision records

The supervision unit should include the on-site acceptance and usage of the buckle components in the supervision content. The supervision recorder should record the on-site acceptance of the buckle components, witness sampling, bracket installation, and acceptance after completion, comprehensively and truthfully reflecting the on-site management of the buckle components.

3. Supervision and inspection

Housing and construction departments and their engineering safety supervision institutions in various regions should regard the supervision of buckle components as an important part of daily supervision and safety inspections. The inspection results should be well recorded, and enterprises should be urged to carry out problem rectification and implementation.

4、 Standardize the testing and processing standards for buckle components

1. Housing and construction departments and their engineering safety supervision institutions in various regions should increase their on-site supervision and inspection efforts. If there are doubts about the quality of the buckle components, the construction unit should be urged to entrust a third-party engineering quality inspection institution with corresponding qualifications to retest.

2. For the use of buckle type steel pipe support components that do not meet quality requirements, they shall be resolutely ordered to leave the site.

3. Production or leasing enterprises of substandard buckle components shall be notified, and construction units that use them without authorization shall be punished in accordance with the law and regulations, and recorded as bad behavior in the enterprise credit file. Meanwhile, the construction unit shall not reuse the buckle components provided by the leasing enterprise.
